is a quart enough to do both quater panels on an xj?

Will any type of roller do for application?

Also, do I need any type of chemical to clean the panels after the prep work?

I painted all four fenders as well as my rear bumper and endcaps with bedliner and it took about 3/4 of a quart so you should be fine. It also depends on how many coats you put on as well
