Does 13.8 mpg city sound normal for a '99 Cherokee 4L auto?

Depends on lift, tire size, type of tire and your foot. I'm on 3" with 31 at's and get 15-16 all around with a very light foot. Your within the range of possability.

Well it was calculated on a 123 mile fillup and I did get on it for a couple seconds. I was told it's lifted about 1.5" and I have 235/75/15 Goodyear Wranglers on it.

I get about the same. I'm on 2" lift, 30" M/T's, 5sp, & 3.07's. I've also got CAI & neon injectors.

aah my friend i'm running one of the heaviest at tires out there. firestone destination at - 47lbs per tire. my jeep does run perfect, but for some odd reason idles extremely rough. i'm running apn header, 63mm tb, stratus injectors, high flow cat, flowmaster 44 and an extremely light foot. when you're running bigger tires, the mpg reader is more or less correct. because the error of bigger tires compensates for the mpg reader error. i've done it with a calculator a few times and gotten about the same result.
driving back from MD to VA my mpg reader stayed at around 23.5 and when i calculated it came right at 23mpg. that's considering that the speedo and the odometer are reading about 6% under.
