Default A few technical XJ problems

So I was in the drive thru getting some food when I noticed a funny smell. Figured it was my exhaust cause I'm lacking a muffler at this time. Once I started moving it was still getting worse, and smoke was building up.
So I parked it and jumped out pulling open the hatch. Smoke was coming from behind the spare and the plastic molding. I quickly grabbed two bottles of water and doused the flames and it was out.
Now here's my problem, my rear wiper has **** the bed and all you can hear is what I believe to be the wiper motor. I am by no means someone who should wire it up but with the right instructions I can get most jobs done.
Where should I start?

My next ordeal is swapping out my wiper fluid pump. Im pretty sure thats also crapped out as no fluid is sprayed even when its been full. Where is that pump located and is there any wiring involved?

My apologies still working on how things are done here.
I've got a 99' XJ
4.0L
5spd
Not sure on the transfer case though, if told how to find out I can.
My problems would be my wipers not spraying fluid even though the reservoir is full. And my rear wiper not working anymore due to a small fire in the wiring behind where the spare is kept inside the back hatch.

First thing I would do is check that harness behind the panel, and see just how bad it is, hack out the bad and replace with new wiring, then you need to figure out WHY you had an electrical fire back there. You'll probably need to track the harness all the way up to the front and check for shorts. DISCONNECT YOUR BATTERY BEFORE DOING ANY ELECTRICAL WORK. Once you work your harness problems out, see if you washer pump isn't working then, and go from there. Part of your problem with that may lay in your toasty wiring.

EDIT: To replace your harness, look for one in the scrapyard, and cut an extra foot or so from where you need to splice. Get yourself a DMM (ohm meter) and buy a FSM (factory service manual) for your year specific XJ. The FSM will have the proper wiring schematics, and all of the major splice locations. When splicing, don't use crimp style connectors. Solder and heat sleeve all your joints. Wrap in electrical tape when done.
