Default Cutting front fender

Need to cut my fender to fit my bumper on my XJ but there are some type of supports that are in the way. My neighbor says they are headlight supports and I shouldn't remove them but I think I need to put my bumper on also if I do cut the supports what do I do with the horns?

Here's pic of what I'm trying to explain

Also how do I cut it and is it safe to cut the plastic fender flares without them shredding/flying everywhere and hurting some one

How did you go by removing them? Did you just remove all the bolts and took them off or did you cut them? Also what did you do with the horns?

I cut mine off and have no horns

Remove bolts then cut. Horns? Xj's have horns!

I removed mine... no issues I wouldnt recomend using a stump like i did tho

Well I cut most of it but not the support that's worrying me.
