Buying with no title?

FIRST OFF LET ME SAY THIS, I'VE NEVER BOUGHT A VEHICLE WITH NO TITLE, AND AM PLANNING AS USING THIS AS A PARTS VEHICLE. with that said, I know a guy who is selling his 95 4 door with 140000 for $550. He's moving out of the country and needs to sell. He bought it 18months ago from some one and the guy never sent him the title and has since lost contact with the PO.
So my question is if I were to try to get it titled, is there anyway that I could do this, or would this HAVE to be only a parts XJ. It's in better condition than mine so I was tempted if I could get it titled to use it, if not part it out. BTW here's a pic of it

first off you better get a bill of sale with his signature on it and run the vin before you buy it to make sure it's not stolen.
and i assume the white out part on the pic is a tag. how does it have a tag with no title?
getting a title for a vehicle can be a timely process and could get expensive, but there are ways and people that can do it. (some do not do this legally, though)
with that being said, i wouldnt bother ever trying to use it as more than a parts jeep. because, if it is still in the previous owners name, YOU WILL NOT BE ABLE to get a title for it without his signature.

its the tag from the PO, and I just make it habit to edit out plates. I was planning on running the VIN to check if it was stolen, He also states he has a Bill of sale from when he bought it.
I was just wondering what everyone thought about it. If anyone had experience with this. I am going to look check it out on Tuesday and go from there, plus like I said i was planning on using it for parts I need, then part it out.

ive had to get titles for more than a handful of personal vehicles in the past. and in some cases its really not worth the trouble

To give you a rebel anwser, you could buy it no paper work, and then use it for what you want then go drop it off somewhere. It doesnt have you name attached to it and nor the guy you know and is buying it off, both parties are happy and the PO will have to deal with it.....
Give you another option is too use both bill of sales and go to DMV before exchanging money and see what they say.

whatever you decide to do. just make sure you have yourself covered from a legal standpoint. get EVERYTHING on paper, and having a witness there wont hurt.

if you manage to make sure that it's not stolen and you manage to get the bill of sale, then you can just keep it on your property, use the parts and apply for the title anyway. that way, if you get it - great, if you don't - it won't be that big of a deal since you will be down to the bare body anyway. but if you manage to not let it go to waste, i'd do it.
btw, i think in VA if it has been on your property for 90 days and has no claim against it in any state, they issue you a salvage title. or it might actually be a clear title. my buddy did that to a little plymouth that was abandoned at his carwash and stayed there for almost 6 months. the DMV issued him a title a little after he applied for it. i don't think it cost any more than a 100 bucks.
