How much lift and did you get new control arms? If the angles aren't right sometimes the drag link/tie rod connection hits on the sway bar link on the passenger side.

If it does it every time, have someone turn it back and fourth (while stopped) while you look and feel around the front end. A clunk can usually be narrowed down. I would start with the track bar - it is always enduring an equal and opposite force to the steering.
Also, are you actually getting bumpsteer, or is this clunk the only problem. Bumpsteer is when the jeep turns a little or a lot when you hit bumps on the road when the steering wheel is not moved at all.
