Default braking vibration

When stopping in my 98 xj everything appears normal, except for a sharp vibration that happens right before the jeep comes to a stop. It can be felt both in the steering wheel and in the brake pedal. I would compare it to the feeling of ABS turning on but not as dramatic. It is often but not always accompanied by a buzzing/vibration sound in what appears to be the cab on the passenger side near the firewall.

Any ideas of what to check would be appreciated. I have a 4" lift, and I haven't changed anything in the suspension, wheels, or brakes lately.

Warped brake rotors? Bad hub bearings?

Fairly new rotors and pads in the front so i doubt they'd be warped
