Do what I did move from MD to UT, There are Lift laws simular to MD but they dont enforce them, Plenty of Legal wheeling areas 6 withing 30 miles of Salt Lake city, and Moab is a few hours southeast. The best thing I ever did was move soon as Jackass Omally became Governor
There are height laws here in VA but they're very, very rarely enforced. Most cops just assume SUVs get the same limits as trucks even though we technically don't. Some of the really strict counties might enforce it but most the state doesn't.
No fender/flare laws here for passenger vehicles either. Some people will tell you it's 2" or 4" max sticking out but they're misreading/misquoting the laws. Only commercial vehicles require you to have fenders and no more than 2" of exposed tires, this restriction doesn't apply to passenger vehicles. Some people think it's 4" but the law they'll quote you has nothing to do with tire coverage. You have to have a marker light over anything that sticks out more than 4" past the front turn signals and sometimes tires will fall under that but I've never seen it enforced for that. Tires technically would fall under it but it's more for flatbeds, truck boxes, ect that stick out far enough that you wouldn't see them at night if they didn't have marker lights.
You are however liable for any damage you might cause by your tires being uncovered.
