My 96 horns are loud. Check to see if the mounts & bolts are rusted. That's also their ground that will cause them to sound weak.

My 92' has a decent horn yet my dads Ram 2500 V-10 sounds like a skooter lol. if i had the $ id have on board air and run a train horn nothing says GTFO of my way like a train horn!
