There's no "technicality" about it. It gets even worse if you have a later model XJ with side impact bracing. The doors on a Wrangler are DESIGNED to be removed- hence why even the newer ones have disconnects for power options.
Gotta remember- they don't just write the laws for jeeps... What about the yahoo driving around doorless in his four door Honda Civic?
