98 cherokee voltage sensor problem?

Default 98 cherokee voltage sensor problem?

Hey guys I have a 98 cherokee sport 5 speed inline 6 and I'm having problems when starting it. It cranks longer than normal and sounds like the battery is weak and I have to give it some gas to turn over. When it turns over I have to give it gas for about a minute until it idles on its own and I can't figure it out. The idle will completely drop and stall out if I let off and when the rpms drop so does the voltage meter. When I give it gas the volts go back up to 14 and after giving it gas for a minute it will idle on its own. This happens almost ever start up and the battery and alternator is fine. Does anyone have any idea what is wrong? Thanks guys.

After driving it when it idles it is completely fine and has no hesitation. This problems only happens on start ups and there no check engine light.
