I'm working on fabricating up a new steel winch bumper. Ill attach a few pics to what i have drawn up so far on autodesk and what i built out of cardboard for a basic model. I need advice on how to go about making the brackets and the holes on the brackets line up correctly

 

holes one what? The frame?
