Mine is painted, but it is sanded off in the appropriate spots for grounding, and I even ran an extra ground wire to it. With the SWR meter hooked up, it's right around 6, and when I bend the antenna away from the jeep, it goes down right away. Do you have a pic of your setup?

Maybe a house or business demolition? 220 is used for runs to hot water heaters, stoves, hot tubs,etc.

Any electrical supply store sells wire by the foot. Even Lowe's and Home Depot sell it by the foot. Buy the length you need of either 12/3G SJO or 10/3G SJO, then buy the connections and terminate them yourself. It's really easy and much cheaper than buying a pre-built cord.
