Looks pretty good.
To me it looks awful tall for how narrow and short it is. Looks like it would be really top heavy. I know I would manage to tip it over about 10 minutes after I finished it.
Here are pictures of mine. Its made of an old bed frame, a burnt up air compressor, and old liscense plates.

So far I fail to see a place for the Argon tank. It will need to be an integral part of the cart too. Same for your Bill. No tank means flux core wire and that is not MIG because the "G" is gas.

I have a tank holder planned for the back. But where I live the local dealer is VERY expensive compared to the ones in the bigger towns so I never worried about it. He wants a $150 deposit for 2 - 10cf bottles, plus $60 per fill. That kind of price will keep me welding with flux core for a LONG time
The new TSC has gas available there and they are open 7 days a week. So I am going to see about getting it there. I always forget about it when I am shopping there.

i hit the tank jackpot i found a craigs list guy that is coming down to the Pomona swap meat Sunday and he is bringing me a 88cf 75 25 mix tank for 110 so now i will have even more gas
