Part #55174736 splash shield.
One can be made if you can find an appropriate material.
...From XJtalk.com "I ended up using what is called a "Blanket" used by lineman to throw over the powerlines as a insulator while they are working by the lines. you can go to almost any utility or co-op and ask for a defected one. they have tons that they trow away because of small tears or burn holes. "

I think it's back in stock at CSE $34. They may have a coupon code also.

And here for $38. also has promo code available, 10% off. This is a good vendor.

Good question. I would think its a direct fit. As for what changed in the XJ structure between 89 and 94, I do not know. Maybe the shield was introduced into the XJ lineup in 1994. You may need to do some comparison to be sure. Know anyone with a 94-01 nearby? I have crawled around stock XJ's at the grocery looking at stuff, dude comes out of the store "Hey man, what are you doing?"...
