This is a little project I did for a friends Ranger (yes I know this is a Cherokee forum but this is fabrication non the less and I plan to redo my bumper to match his) I built this for him as payment for helping me install my gears, locker, and SYE.

The same technique can be applied to our Jeeps. I cut his trailer hitch apart and used the mounting plates as the new mounting brackets for the bumper. I then cut off several inches of his rear qtr panels and brought the bumper around underneath the edge. I took 2x2 1/4" for the side braces running to the frame rail. The whole bumper is 2x4 3/16" and the sides are 2x4 laid horizontally. As soon as I get some more time I plan on doing the exact same thing to my bumper and rear of my jeep.

The d-rings are from a hummer h2 (about the only useful thing on one) the hitch receiver is a factory toyota hitch that I cut the 2x4 and welded nuts onto the backside to bolt the receiver in. I then ran a small bead of weld around the back side. The chain points are built into the receiver.
