Homemade front bumper

I am building a front bumper for my '95 xj and trying to figure out what to do about the steering box bolts, etc. This is my first project for it and I don't get the concept of what the "spacer" is about. Also, can the stock bolts be used or do I need to get longer ones? Anyone know the size of the bolts? Thanks.

I like the plates you added for the sway bar mounts. do you use the existing nuts or did you tack new ones on the backside of the plates? Bumper looks awesome. Great work!
