Maybe challenge yourself and make a super awsome cool swing up tire carrier? lol I have a thread going with ideas in it for anyone to copy. I have yet to begin building it, because of a lack of money. I have a job interview tomorrow, as soon as I get some money coming in, I will start building it.
This is just a suggestion, and a different idea. I just think there are too many swing outs out there lol.
A to Z Fabrication has a whole kit for making swing outs though, here a link to them:

I don't have a factory hinge. But how beefy does it seem? I'm not sure the factory mount could support a 33" tire, but I don't know. If I were you, I would just make an entire rear bumper, then add the swing out to that, and be sure to tie it into the frame rails.
But you could probably beef up the factory hinge mount to support the tire by tieing that side into the frame rail.
