So I have all this .250 wall 1.5" tubing laying around and got to thinking that my xj needs new lower arms. Does anyone know what angle the tubes need to be bent at to achieve the proper alignment and suspension?

This is NOT the location for trimming fenders, rattle canning your xj, lift questions, installing new carpet or anything small like this. This is for REAL fab work that you are currently doing or have done and how you did it. AKA, Exocages, Frame stiffeners, Bumpers, DIY beadlocks, etc."
To answer your question, the control arms do not need to be bent. Putting a bend in the arms has no effect on the alignment or suspension kinematics.

OK, you don't say how much lift, but up to 4.5" short arm all you have to do is offset the axle bushing enough to clear the shock mount at full droop. But you still have not given us enough info to say one way or the other. So there is no quick answer.
