87 yj, 5 speed 4.2 6cly. Perfect shape, never off road, shifter will engage but 4x4 front tires will not lock in???????????

you have a wrangler or Cherokee and is your question how to get the 4x4 portion to work

Wrangler, I know how to use the shifter for high to low etc, just can't get front in to pull, all fluids drive shaft ok. Is this vacumed or is there a electrical swith that controls this?

is there a couple of lines going to the passenger side of the axle with a plate covering it

its the vacuum disconnect sorry i have not answered in a while. the best option is to get a cable operated unit to replace the vacuum lines or replace that side with a one piece axle
