Default 1982 Wagoneer no horn

Does anyone know where the horn relay is for this year wagoneer? I looked at the fuse block under the dash but, there is no fuse for it. MotorAllData is more or less useless on vehicles this old and I don't have a service manual for it. I also looked under the hood but, I didn't see anything that looks like it could be a fuse/relay box.

This is not my vehicle, it belongs to my dad.

Oh, and another question.......when cranking a cold engine (carbureted 360 V8 in this one), it takes forever. He has to go through several cylcles of pumping the gas pedal about 10-15 times, then try to start, then repeat. Once it's running and warmed up though, it runs just fine.
