ZJ Starting Issue

Hi all,
I'm looking at buying a 98 ZJ 4.0 off of my Uncle. It has a problem when starting sometimes. He says that when he goes to start it, it occasionally will crank for a long time without firing. He's found that replacing the fuse for the fuel pump with the one for the A/C makes it fire right up. Apparently he's just been switching them back and forth for a few months now, so it's not the fuse nor is it blowing the fuse. Any ideas?

I had the same problem with my 98 GC. Found out it was the fuel pressure regulator/ filter that went bad. I mounted a pressure guage to the fuel rail and when the engine was running it was getting about 40 psi but when I turned off the engine the pressure dropped and all the fuel drained out of the fuel rail. That is why the car takes so long to start. It has to pump gas all the way from the gas tank to the engine before it will start. The pressure regulator is mounted right on top of the gas tank so it is kind of a pain to replace but it should fix the problem.
