Windshield Wiper Motor Problem?

Hello All, the other day while driving my 97 JGC on the expressway, I turned my windshield wipers on high and noticed there did not seem to be any difference in the wiper speed between low and high settings. The wipers work fine on low, the delay works as expected with varying wiper speed from short to long delay and the wipers start and stop cycles as expected when the windshield wash button is pressed. The wipers also park as normal. Just no high speed.
I thought I would ask if anyone has experienced this problem before I dig into it myself. Truthfully, it is low on my "todo" list but I don't want to be left without wipers if the motor fails unexpectedly.

Engine: 4.0 with all of the noise and clatter
There's a delay module behind the driver side kick panel, it could be the problem. Could also be the multifunction switch.
