Check the return springs on the parking brakes. If you've got rear drums, it's the same thing on the main brakes. You may also have rear axle lube on the shoes.

Are you saying one of your back wheels "locks up"? As if the brake was sticking/locking up or no?

Could be a wheel cylinder/caliper leaking fluid on the shoes, or an axle seal leaking oil on the shoes, the other rear wheel may have a seized wheel cylinder/caliper. Pull the wheel off and take a look, post a picture if you can.
