What is this part called on Columbia Edition?

What is this part called on Columbia Edition?
2004 Grand Cherokee Columbia Edition
Bumper cover?
Lower fascia trim plate?
Part number 55156781AC?
Went to a dealer, he said that part #55156781AC is listed for the limited/overland only, not the columbia. I saw another 2004 columbia edition, and it had that piece. If you google 2004 columbia edition, they have that part.
Dealer wanted $300 for that part number above.
Rock Auto wants like $50. I showed dealer price and they said $50 price was due to it not being OEM (who gives a crap).
In the 1st pic of my jeep, you can see there is sort of mounting holes. How would that part mount?
I bought the jeep like this.
