Default Transmission troubles (42re)

I recently bought a 98 grand cherokee with auto transmission problems. Initially it would barely shift into gear. After fluid and filter change, it shifted much better but 1st-2nd required high rpm. I changed the TPS, adjusted the TV cable, and a band adjustment.
Now 1-2 is good, but 2-3 requires high rpm, between 4000-5000. Shifts into 4th and OD fine. When I come to a stop, it feels like it doesn't down shift into 1st and I'm starting in 2nd. All shifts are smooth when they occur.
I noticed some bare wires on a plug on the drivers side, not sure what sensor it is, but if they are shorting, what problems would that cause?

Have been thinking of changing the governor pressure solenoid and sensor, but not sure if they are the problem?
Thanks for any advice

Fix known problems first.

Bare wires are never good. Fix that, then see where you are.

I fixed the wiring on the neutral safety switch and had no change, also changed the output speed sensor. I drove it for longer than I have before and it gave me a check engine code p1757, governor pressure above 3psi. It starts from a stop in 3rd, i thought before it was in 2nd, and shifts fine into 4th and od.
Before I change the governor pressure solenoid and sensor should I check the voltage at the pcm? What wires at the pcm and what voltage should I be looking for? Are there any other test before I drop the pan?

My problem was related to the Auto transmission sensor. after changing that it started working normally.
