High RPMs When Shifting From 2nd to 3rd

Default High RPMs When Shifting From 2nd to 3rd

When driving my 2002 Jeep Grand Cherokee Laredo (V6), the RPMs go up to 4000 before shifting from 2nd gear into 3rd gear. The average speed that it hits is 36-38 mph when it does this. When the engine is warmer it does seem to shift sooner, but still is experiencing the same problem with high RPMs. This is what it is doing:

The Check Engine light is on. The code is for the O2 Sensor in Bank 2, Sensor 2. Mechanic said replacing it wouldn't solve the issue. The other known issue is the fuel sending unit is out. Been tracking the fuel by mileage.

I have replaced the TPS and have tightened the T/V cable and haven't had any success with this. I took it into a general mechanic and he said it definitely feels electrical like a sensor is out somewhere. I took it into the transmission specialist and he said that 3rd gear is completely blown out and there is nothing for it to grab on to which is why it is doing this. That doesn't make sense to me though because I put it in Drive and it does the high RPMs. When i shift down into 2 the engine still revs up and there is no shifting happening. When I downshift from 2 to 1 during the high RPMs, you definitely feel a down shift. So when it finally does shift it is definitely grabbing onto 3rd. At that point I am able to go highway speeds, but it never shifts into Overdrive. The transmission guy then went on to tell me that it is in limp mode because of the gears being blown out and tried to get me to do a rebuild. From my understanding limp mode is caused by electrical issues and that is what it is doing right now.

Can anyone think of anything else that I can try? If I need a rebuild, i need a rebuild. I just feel like that mechanic was kind of slimy (He had it for over 32 hours before I had to go back to the facility and ask him what was up with it) and didn't trust his judgment after everything I have researched online about this issue. Especially when I called him out on it shifting from 2nd to 3rd and not 1st to 2nd like he was trying to make me believe.

Hi maybe I'm wrong as I have a ZJ, but in limp mode the transmission doesn't shift, it stays in 3rd, and you can manually down shift to 2nd. I would say that the O2 sensor codes have nothing to do with your trany. Mine was also shifting on high rpms, not so high than yours, around 2800, and the proper adjustment of the cable going to the trany solved the problem (If it's too tight it's increasing the shifting rpm). On the other hand, it can be the governor pressure solenoid, or sensor. It's easy to change them, you have to remove the pan and the filter. But again, maybe I'm wrong mine is a 96 42RE trany.
