The headlights and horn are on a hot circuit that will work anytime, key or not. Check all your ignition circuit fuses and the plug that goes into the interior junction box. It could even be a bad ignition switch. The old tried and true method of checking the battery is to crank it with the headlights on. If they dim, you've got a weak battery or bad connections. I take it it won't crank either? Try jumping the starter terminal itself.
