quoted directly from my owners manual (page 132)-
"To engage, slow the vehicle to 2-3 mph (3-5 km/h), shift the transmission into neutral (N), the shift the transfer case lever to the right and pull firmly rearward to 4 LO."
on mine i had to pull really hard the first few times.

Basically:
Stop, then shift into neutral (not the drive lever, the normal one you use for reverse and park and whatnot)
In a smooth motion, pull the stick toward you all the way to 4 lo. It shouldn't be hard at all. If it's jamming, you're doing something wrong.
Oh and do the same to return to HI

the first time i did mine i stopped it on a gravel road where it started going downhill so it would start rolling a bit (with nobody around) and i had to yank the lever back with both hands. just try a few times, it should work

yeah, i find most of the 249 all wheel drive zj's don't really use the 4lo option much, therefor the transfer case shifter gets real stiff.
as mentioned, stop, put shifter from park to neutral and firmly pull the 4wd shifter smoothly into 4lo while holding it to the right as you do so. you will have to use some force, but be gentle.
once you move it once, it should get easier each time.
you can also try spraying the linkage before hand with some super penetrating lube.
now, hopefully it will fully engage into 4lo. sometimes it will just grind and pop out. then you'll have to adjust the linkage to fix that.
