Default Question about 5.7 Hemi lifter bracket

I am in the middle of doing a camshaft and lifter replacement and broke a bolt on the lifter bracket. I have tried using extractor tools to extract the bolt but no success. My question is how critical is it for the bracket being torqued down. If I can't remove the broken bolt can I use LocTite to seal the bracket into place? Is there a lot of movement within the lifters that having the bracket in place but not torqued down will cause an issue?
Thanks
