Forgot to add these STV vehicles must go through inspection once a year at DMV.

Call the State DMV and ask what you should do. Maybe just a written statement from the dealer will get it done.

Alright guys! I threw the towel on this and told the company to take it to dodge for their input.
They inspected my work and found no issues and said the same thing I said.
It's an AWD with a V8 the parking brake will never hold if you try to move with it engaged.

So with them backing me up I've talked to a different inspector and he said he will get it through.
This bs is now over

Just to add the other inspector said you check it on level ground with in gear, if it don't move it passes. You are not suppose to give it gas.

I just wanted to add, if you take it to the state DMV to get it inspected, EVERYTHING ELSE better be right! My wife's Dodge got rejected for a CRACKED passenger side mirror! Easily fixed, but I wasn't expecting it!

I hear that! Years ago I was failed for a broken door handle even though I could still open it anyways.
These inspection forms I fill out a crazy. They even check for missing tire valve caps lol

Florida doesn't even have in inspection! Last I checked, you don't even need insurance!

I had this problem back in 1965 with a 62 Chrysler with a 413 and two 4 bbls. The parking brake was a stupid 6" drum on the transmission tail shaft. Anything above an idle and it would creep forward. It was a nessesity because the tranny didn't have a Park lock. 63 did. This was the old "typewriter" push button trans. I was stopped by a trooper on a "Road Check" and told to get it fixed. I told him I just fixed it! He gave me the evil eye so I just said "Yes. sir" and drove away.

For private owners here its just the smog test now. CT eliminated vehicle inspections years ago But other vehicles such as student transportation or trucks exceeding a certain weight have to go through.
This pita WJ was donated to a company that helps people with disabilities for transport and every one has to pass or they stick a big red fail sticker in the center of the windshield.

Wow being 35 I never knew they were that nuts over that stuff in 1965.

Yeah, that's good old New York State for you! Around the first of the month, they set ambushes for inspection checks. They like to hide on curvy on-ramps where you can't avoid them and check your inspection sticker to make sure it isn't expired. Bastards!

Best one yet! I was returning from Boston on the Mass Pike. A big sign on an overpass said "Welcome to New York State and the Gov, Thomas E Dewey Thruway". Under the bridge was a radar tripod and a car hidden on the other side! Down the road about 2 miles were 8 trooper cars pulling people over! My tax dollars at work!
