None of us have 2003 Cherokees sorry. If it is a Grand Cherokee well there is a section of people who would be more than willing to help you out with that

03 grands have a drum parking brake inside teh rear disc brake rotor. There are little access ports on the bottom rear behind the backing plate on each wheel that has a star wheel adjuster to adjust teh parking brake shoes. They work just like the old drum brake adjusters. If they have neverbeen adjusted then you might have to pull teh wheel and disc brakerotor and spray some PB blaster or other penetrating oil onthem to free them up.
ADJUSTMENTS - PARKING BRAKE SHOE
(1) Remove wheel and tire assemblies.
(2) Secure rotor with two wheel nuts.
(3) Remove rubber access plug from back of splash
shield.
(4) Insert brake tool through access hole in splash
shield (Fig. 86). Position tool at bottom of star wheel.
(5) Rotate star wheel upward direction to expand
shoes (while facing front of vehicle).
(6) Expand shoes until light drag is experienced.
Then back off adjuster screw only enough to eliminate
drag.
(7) Install plug in splash shield access hole.
(8) Install wheel and tire assemblies.

I would take a look at the shoes before adjusting to be sure they don't need to be replaced. Also a light sanding off the shoes may be a good idea.
When adjusted the brakes should hold the Jeep in place when put into DRIVE.
