Lone fuse under steering column?

Lone fuse under steering column?
On my '93 GCL, under the steering column, there is a single 20 amp fuse that is tapped into one of 2 wires (one red, and one orange). These two wires plug into a large wiring bundle. Can someone tell me what circuit these wires are part of?

I know that some of the early Rostra (Dana) Cruises were tapped into either side of the brake pedal, I dont remember the fuse size, but 20 amps sounds high.
On the GM cars, the cruise switches looked identical to the factory switches, so we may need to check the servo under the hood to make sure.
