Default Left turn signal inop

What are the possible causes of this? Hazards work fine. It is a 99 so it only has one flasher correct? Is it possible that it could be the flasher if the hazards and right turn signal still all work fine? I have a new switch from the previous owner but he told me he put it in and it did not fix the problem.

The hazards work fine (both sides), so im assuming its not a bulb.

does it have trailer wireing?sometimes a short in that can cause that, try just swapping bulbs around to,cuz I think nothing would work if the flasher was bad.

Could it be in the cluster itself? Theres a bulb out in the cluster (on the speedo), so I pulled it out and put a new one and it still does not work. Im just wondering if the cluster could be causing this?
