The problem you have may have to do with a bad PCM. Your symptoms are right on. Hard starting, starts sometimes and have checked everything but no fix. The problem may be bad capacitors in the PCM.
I have pointed out this fix to others with similar problems and on some it fixed their problem. Not sure if there is a year range for this problem but you may want to check this out.

No, didnt change the oil...that was changed about 4-500 miles ago.
As far as re-soldering the PCM, I don't think that would be impossible, but it very much gets into the time/money factor. I have only checked a couple places, but PCM's were running a couple-a few hundred bucks. I can't part with that kind of money at the moment(especially if it MIGHT not fix the problem. If I know for sure, that would be another matter), but I don't have the time to learn how to solder/build myself a new PCM. I will take a look at all the connectors today...I am gonna pull the coolant reservoir off for better access, then check everything I can that plugs into the PCM(or the PDC for that matter). Beyond that, it's back to working about 100-110 hrs a week, and paying for the Jeep to sit outside the shop, so I hope you guys understand my frusteration.
Like I said, anyone(besides the original mention about the bumper) interested in any parts? I would like to keep it to an all or nothing...it would really only be profitiable to sell most/all of the aftermarket crap, so let me know if anyone wants anything.

You do realize by not being grounded, you may have fried the PCM, don't you? Try a salvaged (Junkyard) one. Most yards will let you try a second one if the first one doesn't work.
Ok, so update time(don't worry, plenty more shenanigans...)
I bring a different buddy over, he checks around a little bit, and for ****s and giggles, he swaps out a couple of the relays from the PDC. Whadda ya know? Starts right up. Keep in mind, I tried that before, but I guess he has the touch. So we drive it into the shop bay, pop the hood...seems everything is normal. He accidentally knocks the PDC(while the cover was on), and the Jeep dies. But it would restart every time. We figured we would take a drive around the block, but then it wouldn't start again. Aargh!! I can't figure out what changed...nothing that I could tell. I get one of the techs at the shop to help me figure this out...he narrowed it down to the fuel pump relay isn't getting any power to one of the posts. I am now stuck, as I am a retard with electrical systems. I don't know if power is stopping at the PDC, or if it stops at the PCM. It was explained to me that although possible, it is more likely for the components(the PDC, or PCM) to fail than the actual wiring. Does anyone agree with this. If so, then it seems that either my PDC or PCM is shot...yeah?
