there is a part directly between the headlight and the air filter that keeps buzzing off and on and i can't figure out what it is. it seems to be filling the throttle body with fuel and causing it to flood. Any idea what it is?

 

Sounds like the vapor canister purge solenoid, but why it's full of fuel is a mystery.
