I believe a new pump will solve your problem and the fluid has a MS-5931 rating.

The power steering is easy. Just refill the pump, start the engine and turn the steering to full left, then to full right a couple of times and refill the pump. One thing. When I bought a new pump for my 97, it didn't come with a pressure relief valve, I had to use my old one. It screws into the pump and the hose screws into it.
The engine depends on what engine you have. If you have the 4.0 I6, there is a trick I use that works every time. Remove the temp sensor on the thermostat housing and fill the radiator until coolant comes out the sensor hole. Replace the sensor and fill up the radiator. Done. IDK about the 4.7 V8 because I've never even seen one.

The 4.7 should have a bleeder where the hose goes to the upper water outlet on the engine. You do the same thing. Pull the bleeder, fill with coolant until it comes out of there and put it back in. Finish filling radiator.

I've seen that bleeder on 4 cyl Wranglers and older 6's. Why didn't they keep it on the 4.0? Oh! Forget it! You don't work for Chrysler either.

Because they are not needed on the 4.0. Use a radiator funnel and just run it until the t-stat opens and you will be good to go.

Check the flare for cracks. That's usually what causes a flare fitting leak.
