How do I get to my spare tire!

How do I get to my spare tire!
I have a 2005 Jeep Grand Cherokee I go to the back I lift up the small floor and take it out of the truck I see the two rings on the left and on the right I put my fingers in there to lift up to get to the spare tire and the whole thing won't move. What am I doing wrong?
