Fuel Pump noise?

Default Fuel Pump noise?

Friday morning I had a new Fuel Filter put on and saturday morning I noticed an odd low tone whistle noise that doesnt change with speed, revs, turning, NO change ever. The noise sounds like its coming from exactly where the fuel pump is. The noise also happens for 1 second if I turned my key on and the fuel primes in the rails. This has lead me to believe it is the fuel pump. Is this a common issue, is it a problem? is it a sign of soon failure?

I replaced my fuel pump in my 2003 WJ a few years ago, so I figured it made good sense to go ahead and replace the external filter as well. The fuel pump was OEM, however I used an aftermarket NAPA filter. Whenever I let off the accelerator or sit at idle, I would get a whining hum from the back of the vehicle, after much tracing, it turned out to be the new filter which has a noisy recirc diaphragm. The system works fine despite the annoying noise.
