ELV Failure - Help Please!!

ELV Failure - Help Please!!
Hello, big fan of the forums, trawling them they helped me diagnose a turbo issue I had with my 2006 Grand Cherokee 3.0 CRD after the Harry Potter lightning bolt of death ETC warning light came up.
Anyways, I'm hoping that there might be a savior out there on my latest new problem. I have had my Jeep at the dealership after the steering lock would unrelease, and the car would not start. The WCM is still in order, and the central locking is all working. Jeep have diagnosed the problem as the ELV, which I thought would be an easy fix if just the one module failing. The dealership wish to replace the ELV, SKREEM and apparently this can also require a new steering column and ignition barrel. The cost of this work has been quoted at £1800. Oh, and the SKREEM unit is on hold and could take 8-10 weeks to order and receive, or never. So not terribly helpful.
If someone has any advice on this issue, it would be very much appreciated. As I understand it, it is only the ELV that has failed, and I have seen that there are emulators out there to bypass this. I think this is only on later models though, has anyone had any experience with one on an older model of WK like mine?
Also if anyone knows of any Jeep/Electronic/Programming specialists in the SE England, I would love a recommendation to avoid having to go through the dealership.
