Default Downstream converter 2000 CA emissions

I have a question about the downstream converter on my 2000 WJ 4.0. It's rattling something awful. I'm assuming the matrix is loose. It has no 02 sensor in it or near it. Can I take it off, gut it, and weld it back on and still pass NY emissions? We don't use a snuffer and only hook up to the diagnostic link for inspection purposes. This is CA emissions with 2 upper cats and 4 02 sensors, above and below the cats.

Yes, I know it's illegal. A Walker replacement is around $197.

Your sure it's not from the pipe resting on the cross member? If your sure it's the cat then I don't see why you couldn't get away with gutting the cat on a 17 y/o vehicle. You might want to determine beforehand if the before-and-after O2 sensors are supposed to register differential values. That way you can bias the readback voltages by adding an in-line voltage-divider on the downstream sensor so-as to fool the PCM into believing all is well. As they say (whoever "they" are), there's always more than one way to skin a cat!

Yeah but who would want to skin a cat?
