I have a 97 zj that did the same thing. When I bought it, it came with 2" pucks and stock shocks. I found out the steering damper and all of the steering components was wore out. After replacing all of that it drives like a dream.

I just crawled under it and had a buddy turn the wheel i can see the axle movw a little with it turning. Also when in full time 4wd or any 4wd i get slight driveshaft vibes and a humming from the front axle

not sure if you got an adj track bar, but had the same issues, the bushing in the trackbar were brand new, but so soft that it caused death wobble. Look at all the bushings when your buddy turns the wheel

Start with a new aftermarket hd trac bar. Steering stabilizer would be the next step, but make sure to attempt to correct it first. Stabilizers just mask an issue.
