These CC systems are a real pain. It needs vacuum to operate, so check your vacuum system for a leak or unplugged line. Also the kill switch is part of your brake switch. Try lifting your pedal with your foot and set the CC and see if it works. It may be the switch.
If you are also having problems with AC/Heater or 4wd it is probably a vacuum problem
I have a Dodge truck same problem. I fixed the vaccum leak but still no CC. I am going to test the brake switch today.

As stated above, first thing to check is for vacuum leaks. Next, I would check the brake switch as he stated but let it be known that just lifting the pedal is not a sufficient test for the switch. The switch actually has 3 sets of contacts that can go bad. One for brake lights, one for cruise and one for torque convertor lock up solenoid. Any one of those contacts can get stuck and cause your brake lights to stay on, your cruise not to work or even make your torque convertor not lock up.
