A/C questions??? please help

Engine: 5.2 v8
A/C questions??? please help
96 grand cherokee v8...a/c not working...didnt work when i bought the jeep...jumped the compressor and the a/c clutch worked...i put about 28oz of 134a in it and still no air...after i put freon in it i pluged the wire back in the compressor and the clutch never spun...only spins when i jump it...i tested the wire going to the a/c and its not getting power....a/c will work as long as i jump it with another hot wire....what could be wrong?
