bad power steering pump?

Hello guys,
I noticed a noise on my jeep the other day when the air conditioning was off. I am hearing more and more now, not sure if its happening more than before or if its just because I finally heard it now i hear it all the time.
The noise is being made when the vehicle is in park and not even turning the wheel. It sounds very similar to the noise the dodge ram van was making that the dealer thought was a transmission whining but firestone said the power steering pump was bad.
I think it would be pretty easy to replace seems like just a few bolts and such. The part is not super cheap I think around 60 bucks or so but I think I also need to rent one of the pulley pullers in order to get the wheel off.
One of my questions is do I need to replace the tank or just keep the one thats one there.
Personally I think the last person accidentally put motor oil in the power steering pump. At one time it was a milky color in it but I had taken a lot of fluid out of it and replace it but maybe the damage had already been done.
How can you tell for sure if the power steering pump is bad, no use replacing parts that don't need it I have enough to do on this jeep and my new van.

If the whining get worse when you turn the steering when stopped, I'd say it's the pump. You can buy them with or without the reservoir for around $50 at rockauto.com. IF the guy put motor oil in it, look for leaking seals in the steering box.

well its not seeming to leak. I've yet to have to put any fluid in it, but its making noises without even turning the wheel.
My van's steering pump was or is bad and the jeeps just started (or at least I just started hearing it) making the same noise.
I don't really have any history on the jeep other than what the seller told me.

The way I found my pump was bad was when it would dump a bunch of fluid when cranked really REALLY hard to the left. As in parallel parking... But as mentioned only when I REALLY cranked it over, probably was turning the wheel when it was already maxed out. Might be something you can test--with some backup steering fluid ready.
It never made any noise otherwise though. ('93 GC 5.2)
