For some reason my jeep was running fine i turned it off to go into the store and when i came out it started to crank but won't start.

after a few times it kicked up a P1389 code (No ASD relay output voltage at PCM)

Fuel pump is running fuel at fuel rail.

any suggestion would be appreciated.

Check the ASD relay to see if it clicks when you turn the ignition on. When the PCM sees no voltage at the ASD it conciders it to be an open circuit and kills the injectors.
You were able to pull a code so I assume you have a scanner. You can activate the ASD relay with the scanner. If it doesn't click, remove the relay and look for corroaded or damaged terminals or burned wires in the connector. If it clicks, then the truck should start and you should look in the fuse block for a blown ignition 1 or ignition 2 fuse , they are normally 15 amp fuses. If this gets you going, great. But after you get it started....wiggle the wires at the asd relay and the pcm connectors......if the truck stalls then you have to repair the loose connections at those points. Hope this helped

Check the crankshaft and camshaft positioning sensors.
