97 XJ has 0.5 volts to coil

97 XJ has 0.5 volts to coil
Mine has a stick shift if that makes a difference. Just half a volt to the coil and that goes down to a tenth ( or even negative ) during cranking. Relays are good. Coil is new. Zero spark. What could it be?
