The other problem I'm having with it is it will not stay in 4 low. I would rather have one with 2wd but if its cheaper to fix this one then that's what I will do. on a tight budget

Find a NP231j of the same year and swap it in.

Becarefull when getting a new transfer case, make sure you check the input shaft on your t-case and then make sure whatever t-case you get has the same one... i just bought a 95, with a transmission and 231 t-case swapped in from a 94, the tranny was bad and when i got a new tranny it had a different output shaft and the case did not match, i had to order a 200$ input shaft for the transfer case to make it work.

My 96 zj with quadra-trac doesn't shift into 4low well either, I find myself having to hold the t-case shift lever with one hand while driving forward and backwards till I feel it drop all the way it to 4low. I'll post some more info about input shaft applications that I found shortly.

I hate to direct you to one of the OTHER forums but don't want to steal their content either.

Lots of info that I found helpful, good luck!
