Default 94 cherokee wont start

Have a 94 Grand and when u turn the key on all the lights come on like they post to it will start but if u turn key on and the only the abs light comes on no other light up then it won't start all thought might be bad wire somewhere but all seem ok thought maybe PCM but it don't do it all the time. So hopefully someone can help cure my headache cause i have tried all And I just can't figure it out. Thanks to those who try and help.
I forgot to add it has the 4.0

Welcome to CF.
How old is your battery?
Is it fully charged?
Are the cables in good condition, and tight?
Have you checked the starter relay?

Battery load tested good cabels good it cranks over fine just don't start the fuel pump and asd relay don't click when I turn the Key on and have sealed out and they r all good but when u turn the key on only the abs light comes on and it won't start if all the dash light come on like they post to it starts right up and I also noticed when it don't start the PCM seems to have a whistling sound so I wonder if it went bad or cover bolts shorting the PCM out

I've heard with that year of gc you should be able to disconnect the battery for ten min and it'll reset it's self and you should be ok.

Intermittent electrical problems are really difficult to diagnose. Since your ASD and Fuel pump relays do not click check the fuses in the Power Distribution Center. Should be a 15 or 20 amp fuse for those relays. I would check all the fuses and look for any loose ground wires.

Check the fuses with a meter. Do not do a visual inspection. The meter is best.
