46RH Gearshift Cable Won't Retain Adjustment

Engine: 5.2L Magnum V8 220hp 285ft-lbs
The gearshift cable on my 94 ZJ 5.2L 46RH does not maintain adjustment.
This linked video shows that the transmission shift lever can be moved rearwards (left) (towards Park) and the engine will start normally. But if the lever is moved forward (right), then the engine won't start.
I think this movement should not exist.
The cable assembly has a red spring that is retained by a collar. On my cable the collar has a split.
Is this collar supposed to be intact and does this get pushed forward to retain the adjustment, getting rid of the slop?
The tangs on both ends of the cable are fully engaged to retain onto their mounting brackets, on the transmission and at the gearshift lever housing.
